1. My ex-employer has reimbursed me with Long Service Payment / Severance Payment (LSP/SP) upon termination of my contract. Is there any impact on my retirement account?
According to the Employment Ordinance, employers may submit a request to offset the LSP/SP amount from employer accrued benefit of your retirement account. The LSP/SP is normally offset against employer’s voluntary contribution first before mandatory contribution. Any special arrangements for offsetting must be agreed upon between your employer and the scheme trustee. Employee's accrued benefit (if any) will not be deducted to offset any LSP/SP payment. Therefore, the benefit entitlement you receive after termination may be different from the estimated amount that you obtain via the website or hotline.

Our hotline provides 24-hr service to our members. We provide account related information, investment related information, forms and statements. If it is required, you may contact our customer service officer between Monday to Friday (9:00-18:00) except Public Holidays (HKT).

8. In what circumstance should I be enrolled in an MPF scheme?
If you are aged between 18 and 65 years old and your employer has employed you for 60 days or more, your employer must arrange for you to enroll in an MPF scheme. The only exceptions are if you:
(i) have joined an MPF exempted ORSO scheme or
(ii) are an Exempted Persons under MPF Schemes Ordinance e.g. domestic employee, self-employed hawker or
(iii) are an employee covered by a statutory pension and provident fund scheme or
(iv) are a person from overseas entered Hong Kong for employment for less than 13 months or
(v) are a person covered by an overseas retirement scheme or an employee of the European Union Office of the European Commission in Hong Kong.

9. How do I know whether my employer has enrolled me in an MPF scheme?
We will process your enrolment upon receipt of a completed Membership Enrolment Form, you will receive a Welcome Letter & Notice of Participation. We will subsequently send you a Phone PIN for you to access your account via our hotline and website services.

10. How much do I need to contribute after I have joined an MPF scheme?
Under an MPF scheme, both the employer and employee must contribute 5% of the employee's relevant income. With effect from 1 November 2013 and 1 June 2014, the minimum and maximum relevant incomes are HK$7,100 and HK$30,000 per month respectively for a contribution period. If the relevant income is less than HK$7,100 per month, only the employer needs to contribute. Both employer and employee contributions are capped at HK$1,500 each per month.

11. How do I know if my employer has remitted the mandatory contribution to the trustee of the scheme?
Your employer will give you a pay-record not later than 7 working days after the employer has remitted the contribution payment or the last contribution payment if there is more than 1 payment within a month. The pay-record will include information showing the amount of contribution. You can also go to Contribution History on our website to view the record.

12. When should I start my mandatory contribution?
If you have been employed for 60 days or more, your contribution payment should start on the first complete payroll cycle after 30 days of your employment. Your employer's contribution should start on the first day when you join the company.

13. Can I pay contributions in excess of the mandatory contributions?
Yes. Such contributions will be treated as voluntary contributions. Please complete a Change of Voluntary Contribution Form for Member/Self-employed Person and submit the form to your employer for endorsement as your employer needs to deduct your voluntary contribution from your payroll. You can download the form from the "Form/Literature" section on our website.

20. I will resign soon. What can I do with the retirement scheme's balance in my MPF account?
For the mandatory contributions, you may select to transfer them to:
(i) the MPF Master Trust of your new employer OR
(ii) another MPF Master Trust OR
(iii) a personal account in the same Master Trust with us
For the voluntary contributions, you may choose to follow the mandatory contribution treatment or cash out the benefits.

21. How can I transfer my accrued benefits in the Master Trust? How long does it take to effect the transfer?
You can fill in the Scheme’s Member Request for Fund Transfer Form (FORM MPFS(S)-P(M)) and submit it to the transferee trustee with a HKID/passport copy. Upon receipt of the transfer notification and the transfer form from the transferee trustee, the transferor trustee needs to make the transfer within 18 days if there is no outstanding contributions/surcharges in your MPF account.

22. If I forget to send back the transfer form to the Trustee, what will the Trustee do with my balances?

If we do not receive the transfer form from you within 3 months after we have been notified of your termination of employment or your date of termination whichever is later, you are assumed to have elected to retain the accrued benefits in a personal account under the same scheme . We will transfer your existing benefits to your personal account.

If a new personal account will be set up, the investment choice of for future contribution or asset transfer in from another scheme will be invested into Default Investment Strategy for new personal account set up on or after 1 April 2017until you give further investment instructions to switch your investments to other fund(s)

23. How do I know if my accrued benefits have been properly transferred?
Your previous scheme trustee should give you a transfer statement confirming the transfer that has been effective and stating the particulars of the transfer. The trustee of your new scheme will also provide you with a confirmation stating the amount received from your previous scheme.

24. According to the MPF Schemes (General) regulations, under what circumstances can I withdraw my benefits?
According to the MPF Schemes (General) regulations, a member is entitled to withdraw their benefits from a Master Trust under the following circumstances:
(i) attaining the retirement age of 65
(ii) early retirement at age 60 (it should be declared that he/she has permanently ceased employment and self-employment with no intention of becoming employed or self-employed again)
(iii) terminal illness (should be submitted a medical certificate which signed by a registered medical practitioner)
(iv) total incapacity (should be submitted a medical certificate which signed by a registered medical practitioner)
(v) death
(vi) permanent departure from Hong Kong (this can be used only once)
(vii) holding of small balance (having only a small account balance of less than HK$5,000 which is the total aggregate amount of all MPF scheme accounts, and provided that the member has not made any contributions to the scheme(s) in the last 12 months)
The withdrawal of benefits from MPF Voluntary Contributions can be made upon termination of employment.

26. How long will it take to process the payment after I submit the claim form?
Provided that all necessary information relating to termination has been received, the withdrawal payment will be completed within 30 days after receiving the claim form and all required supporting documents if there is no outstanding contribution/surcharge.

27. What is the procedure for withdrawing benefits from the Master Trust?

According to your claim reason to select the relevant claim form for payment of accrued benefits and submit it together with the relevant declaration or documents to the administrator, i.e. HBSC Institutional Trust Services (Asia) Ltd., P.O. Box 73448, Kowloon Central Post Office, Hong Kong. The relevant forms can be obtained from the “Form/Literature” section on our website.

28. If I want to withdraw my MPF accrued benefits but my Hong Kong Identity Card ("HKID") does not contain my exact month and day of my birth. When will I be regarded as having attained the age 65?
If your HKID shows only the year but not the exact day and month of your birth, you may submit to the trustee one of the following documents as a proof of date of attainment of age 65:
(i) a copy of your travelling document showing the day and month of birth such as passport or Home Visit Permit; or
(ii) a statutory declaration of your date of birth; or
(iii) a copy of your HKID with the day and month of the issue date circled (i.e. using the day and month of the issue date as the day and month of your birth).
If you have not submitted any of the above documents, the trustee will use the last day of that year (i.e. 31 December) as your birth date.
Please note that under this circumstance, both employer and employee contributions should be made until the end of that year.

29. Will you notify me to collect my MPF benefits when I reach age 65?
We will issue a notice to you for collection of your MPF benefits after you reach age 65. Even if you have moved and our notice does not reach you, you could check with the register of eligible claimants kept by the MPFA. It would always be helpful if you could keep us informed of your updated address so that our notice can reach you.

30. How can I handle my MPF accrued benefits when I reached the retirement age of 65?
When you reach the retirement age of 65, you can choose to withdraw the MPF accrued benefits or retain it into the account for continuous investment. With effect from 1 February 2016, you can choose to withdraw MPF benefits in a lump sum or by installment.  Withdrawal of the MPF benefits by installment, the remaining accrued benefits will continue to be invested in your account.  The assets value may go down as well as up due to the market fluctuations.

31. I choose to withdraw the MPF benefits by installment, how do the trustee process the redemption and handle the remaining balance?
For withdrawing the accrued benefits by installments, you should specify the withdrawal amount on the Form MPF(S)-W(R). The specified amount will be redeemed proportionally from each sub-account according to the fund allocation as of the day on which the trustee redeems the benefits. The remaining accrued benefits will continue to be invested and retained into the account.

32. I have specified the withdrawal amount on the Form MPF(S)-W(R), will the trustee reject my request of claim if the account balance is less than the specified withdrawal amount?

Trustee will not reject your request of claim.  If the account balance is less than the withdrawal amount specified by you, the entire account balance will be withdrawn. When all accrued benefits have been withdrawn, your account will be terminated accordingly. Trustee will notify you in written specifying the withdrawal date of all benefits and the date of account termination.

Note: For the scheme member who held the contribution account, the account will not be terminated even the account has no residual balance.  The contribution account will only be terminated when the trustee confirm the employment or self-employed has been terminated, and all accrued benefits of the contribution account have been withdrawn.

33. Is there any charge from trustee on withdrawal of MPF benefits by installment?
According to the statutory requirement, the first 4 payments by instalment each year will be free of charge.  Each subsequent payment by instalment during the same calendar year will be subject to charge.  For details, please check the latest Explanatory Memorandum of the relevant MPF scheme or contact the trustee for enquiry. 35. If I am a bankruptcy / ex-bankruptcy person, whether the trustee need to obtain confirmation from the Official Receiver’s Office on my each request of withdrawal of MPF benefits before paying to me?
In normal circumstances, trustee have to seek advice from the Official Receiver’s Office on whether the payment of MPF benefits to be paid to the bankruptcy / ex-bankruptcy person or the Official Receiver’s Office / creditors directly for the settlement of debt arrangement. Due to the different case situation, please contact the relevant trustee for enquiry the details.

36. If I seriously ill or terminally ill during the employment, can I withdraw my MPF benefits earlier?
If you are unfortunate to diagnose an illness that is likely to reduce your life expectancy to 12 months or less, you can make a claim for payment of accrued benefits from a contribution account on the ground of terminal illness, please send a Claim Form for Payment of Accrued Benefit, a copy of HKID card together with a medical certificate which signed by a registered medical practitioner to the trustee for handling.  Meanwhile, you may continue your current employment/self employed.

37. I am a sole proprietor and a partner of a partnership business. Do I need to join different schemes for different businesses? How do I calculate my relevant income?
You may only join one MPF scheme as a self-employed person. Your relevant income will be the aggregate amount of your income derived from all of your businesses for that financial year of the scheme in which you are participating.

38. For a person who has two identities, one being the sole proprietor of a company and the other being a paid director of a limited company, how many MPF schemes should he/she enroll in?
MPF enrolment is on the employment basis which includes self-employment; therefore, he/she needs to enroll as a Self-Employed Person and also as a relevant employee. If he/she, as a director, is involved in the day-to-day operation or management of the company, he/she will be considered as an employee of that company.

39. As a Self-Employed Person (SEP), how much do I need to contribute?
A SEP is required to contribute 5% of his/her income as mandatory contributions. The minimum relevant income is HK$7,100 per month or HK$85,200 per year.  With effect on 1 June 2014, the maximum relevant income is HK$30,000 per month and the annual maximum relevant income is HK$360,000.

Your relevant income will be prorated according to your share of profit of the partnership business for a contribution period.

41. What should I do if I cease to be self-employed during a scheme's financial year?
You should make mandatory contributions to your scheme up to the cessation date of your self-employment. Such contributions should be calculated based on the mandatory contributions that would have been payable for the whole contribution period and adjusted by the number of days that you remain as Self-Employed Person during the period. You should write to notify the scheme trustee of the cessation of your self-employment status.

42. Where can I make a statutory declaration for the claim?
A statutory declaration can be made at public enquiry service centres of the Home Affairs Department in Hong Kong or made before a notary public or registered solicitor and duly signed on a statutory declaration form.

43. If a member passed away, to whom will his/her benefits be paid? Can a member designate a beneficiary during enrolment?
By law, the MPF benefits of a deceased member will be payable to his/her personal representative as indicated in a Court sealed Letter of Probate or Letter of Administration granted by the Probate Registry. Members do not need to designate any beneficiary during enrolment.

44. If a member passed away, how should his/her personal representative claim the MPF benefits?
The personal representative should complete a claim form and submit it to the Trustee with the following documents:
(i) A copy of the personal representative's HKID card
(ii) A copy or court-sealed copy of the Letter of Probate or Letter of Administration granted by the Probate Registry or a letter requesting withdrawal of the accrued benefits issued by the Official Administrator if the claim is made by the Official Administrator.

48. For an expatriate whose work visa has been extended resulting that his/her total continuous period of permission for employment in Hong Kong exceeds the 13-month exemption period, when should he/she enroll in the Master Trust?
An exempted person will cease to be exempted if his/her work visa has been extended so that he/she has been allowed to stay in Hong Kong for more than 13 months; he/she ceases to be exempted on the 1st day after the 13-month work visa expires. He/she will still be entitled to 30 days' contribution holiday counted from the 1st day after 13 months. Enrolment after 60 days still applies.

49. How are monthly contributions handled if the date of employment termination falls in the middle of the month and does not coincide with the end of the payroll cycle?
The last contribution shall be calculated up to the last day of the employment. If the date of employment termination falls in the middle of the payroll cycle, the last contribution of the terminated member can be paid within 10 days after the payroll cycle.
For example, a member terminates employment on 10 April and the company's payroll cycle is monthly and ends at the month-end, the last contribution for that member can be paid on 10 May together with contributions of other employees.
If part of the income is payable after 10 April, say 3 May, the contribution due on 3 May can be paid on 10 June.

50. What items do I need to take into consideration when calculating the mandatory contributions?
Relevant Income should be used for calculating the mandatory contribution which is defined as any wages, salary, leave pay, fee, commission, bonus, gratuity, perquisite or allowance, expressed in monetary terms, excluding severance payment or long service payment.

51. Do I need to include payment in lieu of notice as relevant income when I calculate the last contribution?
No. Payment in lieu of notice is made as a compensation for employment termination rather than a consideration of services rendered. It is therefore not treated as relevant income for MPF purposes.

52. Who can be exempted from the MPF system?
A person who belongs to any one of the following categories is exempted from joining MPF schemes:
(i) Domestic employees
(ii) Self-employed hawkers
(iii) Employees covered by statutory pension and provident fund schemes, such as civil servants or grant school teachers
(iv) People from overseas who enter Hong Kong for employment for less than 13 months, or who are covered by overseas retirement schemes
(v) Employees of the European Union Office of the European Commission in Hong Kong
(vi) Members of occupational retirement schemes which are granted exemption certificates

54. I have already selected which constituent fund that my MPF contributions are invested into when my employer enrolled me into the scheme before the commencement of Default Investment Strategy is introduced. Will my accrued benefits be invested through the Default Investment Strategy?
No, if you have already given investment instruction for an account, that account will not be affected by the introduction of the Default Investment Strategy.  Your accrued benefits and future investments (meaning future contributions and accrued benefits transferred from another scheme)  will continue to be invested in the fund(s) you have previously selected, unless or until you make a different selection.

55. I am 50 years old and have been contributing to MPF for 10 years but I never made an investment choice. What will happen to my account because of the introduction of Default Investment Strategy (“DIS”)?
You will receive a DIS Re-Investment Notice during April to September 2017. This notice will explain that if you do not make an investment choice by replying within 42 days after the date of notice, your accrued benefits invested in accordance with the existing default arrangement will be redeemed in whole and re-invested in accordance with the DIS; and any future investments (meaning future contributions and accrued benefits transferred from another scheme) into that account will also be invested into the DIS. Therefore, if you receive the DIS Re-Investment Notice, please pay special attention to the contents and make appropriate arrangement.

56. I have been contributing to MPF for 10 years but I do not know whether I ever made an investment choice. Do I need to do anything?
You can contact the Haitong MPF 24 Hours Auto-Info-line at (852) 2500 1600 to check whether you have provided an investment choice in the past.    If you want to, you are free to give new investment instructions at any time to invest in any constituent funds, subject to the scheme rules. 57. What do I do if I want to switch existing benefits into the Default Investment Strategy?
You can submit a fund switching request to the trustee of the scheme advising your new investment selection for your accrued benefits and future contributions.  The new Default Investment Strategy will not be in operation until 1 April 2017, so no instruction to invest in it can take effect before that date.

58. I am 61 years old as of 1 April 2017. I have not previously made an investment fund choice but I note that my current accrued benefits are now invested in the current default arrangement of the scheme. What will happen to my account?
As contributions and accrued benefits of scheme members over 60 years old will not be affected under the new Default Investment Strategy, your accrued benefits and future investments (meaning future contributions and accrued benefits transferred from another scheme) will continue to be invested in the existing fund(s) you are investing, until and unless you give further investment instructions to switch your investments to other fund(s).

59. I am now 51 years old and my MPF account is investing in the Default Investment Strategy. What should I do if I do not wish my account to be de-risked on my coming birthday?
If you are investing wholly or partially in the Default Investment Strategy (DIS), your account will be subject to the de-risking based on your age. The de-risking is pre-scheduled to take place on your birthday (or the following business day if your birthday does not fall on a business day). If you do not wish to have your account de-risked automatically on the pre-scheduled day under the DIS, you have to give a switching and / or re-direction instruction at least one business day before your birthday.  Please refer to the information in Explanatory Memorandum.
